There are two methods of using Custom Character Sheets, The The Sheet Editor(for your normal games), and the Sheet Sandbox(for better & quicker sheet testing).
The former is accessed and used in campaign where the character sheet option have been set to Custom in the Game Settings page, and the latter is a tool used for Character Sheet Development, where you upload your code as files. Either one can only be accessed by the Creator of the game.
How To Setup Character Tokens In Roll20
The sourcecode to all community-created Roll20 sheets can be found on (Github). The code for each sheet are organized in folders, and each sheet consists of a
File located in the root folder for the sheet. There are also other files there, but those are optional files used for sheet development, and not needed when using custom sheets in a game.
The latest code for Official Roll20 sheets (those with a by Roll20 in their name ) in the character sheet template-dropdown aren't unfortunately public, but for some of them, an older version(from March 2020) can be found:

These are by Roll20-sheet that Roll20 created long ago, and haven't updated in years, so should be 1-to-1 with the version from the menu.

Common Mistake: If the sheet needs the translation file, and you don't copy it to your game, all/most text on it will show red text and the name of the language tag for each section, as seen in the example.

Or Translation of your sheet, to show you an approximation of what sheet would look like in-game. It's useful for quickly checking superficial change while you're editing, but to be sure of the actual end-result, you need to enter the game and open the sheet itself.
The Preview panel applies all the same security precautions and filtering as the main Roll20 application. Be sure to right-click and Inspect Element if you are seeing strange behavior (e.g. your styles aren't being applied correctly) -- it may be that there is a security filter that is changing the name of a class or something similar.

If you are a DM, adding character sheets for specific players can actually be a kinda tough process. Head to the 3rd tab of your Chat log, with the newspaper-like icon. Click “+ Add” and choose “Character.” A small menu will open.
At this point, as long as the player can see and edit their sheet, they can start taking things from there! They will need editing privileges to work on their actual Character Sheet, which they can find in a tab within the character entry.
If no character sheet template shows up, you may have not selected one. Go back to settings and go to the Character Sheet template option to double check!

If you’ve already made a character in another campaign, Roll20 gives you a basic way to transfer that character to different campaigns! This lets you make a character in a blank Roll20 campaign and then send it over to wherever you need it.
To add a character to your Vault, go to “Tools” at the top of the Roll20 page, and enter the Character Vault. From there, hit the “Import Existing Character” option, and select the game where your character is. The list of all of the players you control will show up. You unfortunately cannot put a character into a vault if you do not control them – DMs control all characters in a campaign.
In order to export a character to a Roll20 campaign, the DM must allow for exporting from the Character Vault. DMs can do that by going to the Campaign homepage and clicking on Settings. Then, they can go to the “Allow players to import their own Characters” option and select “Yes.”

Note: You may need to remove any Attributes that you already have on your existing Characters if they conflict with the names of the attributes on the sheet template's auto-calculating values. If you are seeing weird results with rolls from the sheet, remove your attributes.

To add a new Character/Character Sheet for a player inside the game, a GM or the Game Creator start by going to the N Journal-tab'. To assign sheets to players, the GM need to open the character sheet and press the edit button, and in In player's Journal-section, add players that should see the character (in the N Journal, but not the full sheet).
The Can be Edited & Controlled by-section is separate to give the right persons the rights to edit and see the full character sheet.
